BD Carruthers and Associates (BDCA) provides strategic and operational consulting services to municipal and regional governments with the aim of supporting Boards/Councils and their staff in their pursuit of excellence in governance, community development and service delivery.

BDCA specializes in addressing the complex needs and challenges of regional districts and small and medium size municipalities across BC and we deliver informed, practical, experience-based advice and solutions to our clients.

BDCA also provides strategic support to First Nations and local governments in the development of their governance and administrative relationships.

BDCA collaborates with a network of highly qualified local government consultants in the delivery of complex or large-scale projects and assignments.

Brian Carruthers - Principal

Brian began his consulting practice following a 40-year career with the Province of BC and local government. Brian spent the first 20 years of his career with BC Parks, supervising and managing operations in some of the largest and busiest provincial parks in BC. He began his local government career in 2001, and served as both a municipal and regional district CAO in the Kootenay Boundary, North Central and Vancouver Island/Coast regions of BC. Living and working in communities across the province, Brian has gained a deep understanding and appreciation for the unique opportunities and challenges facing regional districts and small to medium size communities.

Brian has been a contributor to a number of BC LGMA training programs and conferences, Executive Board member of CivicInfo BC and past Director of the BC Recreation and Parks Association. He has been a long-time advocate in the local government field and has a strong desire to see municipalities and regional districts succeed in a continuously changing, and often challenging environment. Brian also has extensive experience supporting, partnering and collaborating with First Nations communities and community-based agencies.

As a former CAO and experienced communicator and facilitator, Brian identifies with his clients and their needs. He draws on his extensive experience to provide his clients with engaging and effective processes, informed perspectives and advice and practical solutions.
